You need to save this Wallpaper to your camera roll
and set it as your home screen wallpaper
Save this LockScreen image to your camera roll
and set it as LockScreen
Now you need to have every app that you can see in this image.. they don't need to be on your springboard, just on the device.
Its best if we have an empty springboard for this next step.
with the wallpaper I provided activated as your wallpaper
make your icons shake, then go to the last page with no icons on it, and take a screen shot.
you will need this screen shot in a few moments.
we need to make 4 blank Icons for the top row.
you can do this by going to this link.

now being on the link, click the "Choose File" button
it will open your camera roll.
select the screen shot you took of your springboard.
now you will see a layout of your springboard with your wallpaper
click the 1x1 then add it to your home screen.
do this for all of the top row icons "1x1, 1x2, 1x3, 1x4"
now put them in place so they look as if there not even there.. MAGIC
this next step you will be adding your Icons to your SpringBoard
Save each of these icon images to your camera roll
Now that you have all the icon images in your camera roll, go to this Link
when you get to the link Click "Start Now"
Now Decide what app type you want to change.
then Choose the app
click the little "Choose File" button and it will open your camera roll.
now select the image that goes with the corresponding app.
Turn off the Popup Generation switch.
Now click the "Lets Go!" button.
Now click the little "Add to Home Screen Buton"

OK thats it, now do that for each icon and set them up how they look in the picture and your done.
